Dr Julian Naidoo

Co-Founder & Executive Director

Dr Julian Naidoo brings health economics, strategic technical leadership, and financial management experience to Enabled Care. With a career spanning global development institutions, top-tier advisory firms, public finance, and major health entities, Dr Naidoo focuses on translating scientific innovation and healthcare analytics into implementable, sustainable solutions.

Key Professional Roles

  • Head of Wits Development Enterprise (Wits Health Consortium): Leads business development and serves as a strategic technical resource for large-scale healthcare initiatives within a wholly owned entity of the University of the Witwatersrand—managing portfolios across approximately 300 major health projects ranging from $5m to $120m per annum.

  • Director & Head of Economics / Health Lead Partner (KPMG): Led the Quantitative & Economic Analysis division and served as the health sector lead partner, coordinating healthcare, economic policy, and financial analysis across the firm.

  • Deputy Director General (Gauteng Treasury): Headed the Sustainable Resource Management team, managing public finance, fiscal policy, public-private partnerships (PPPs), and economic analysis across a R60bn annual budget.

  • International Advisory & Governance Roles: Served as a Financial & Economic Specialist for the World Bank (focusing on HIV/AIDS financial and economic modelling) and as Chairperson of the Special Economic Zones (SEZ) Advisory Board to the Minister of Trade and Industry (2015–2020).

Professor Umesh Lalloo provides senior clinical, scientific, and academic leadership to Enabled Care. A distinguished authority in medical research, epidemiology, and clinical trial design, Prof Lalloo guides EC's scientific methodologies, clinical research protocols, ethical governance, and health outcomes evaluations.

Strategic Focus

  • Clinical Research Leadership: Overseeing the design, execution, and interpretation of clinical trials, observational studies, and real-world evidence research.
